Tom Bucher
Tom Bucher is the founder and Chief Executive Officer of Integrated Systems Solutions. In this capacity, Mr. Bucher is responsible for the strategic planning of the company, all profit and loss, overseeing the definition of future markets and working with his executive team to ensure the highest levels of client service through delivery and staffing of engagements. Mr. Bucher also provides senior level guidance directly to Federal government executives spanning the Department of Defense (DoD), Intelligence and Civil agencies.
With over 33 years of experience, Mr. Bucher's expertise spans all aspects of program management, acquisition and strategic planning, and systems engineering for multiple, multi-billion dollar programs for the DoD as well as the Aerospace Industry. His portfolio of Industry experience ranges from Vice-President of a Fortune 500 Company (Ball Aerospace, Defense Sector) and Senior Vice-President and Deputy General Manager of SM&A Corporation. In these positions, he was responsible for the profit and loss of the largest business operating units and restructured operations as needed to improve client focus and product emphasis. Results included doubling the revenue and size of his respective business units. Additionally, Mr. Bucher as Vice-President for Information Analysis, Inc. and Senior Associate with Dayton Aerospace Associates, developed acquisition strategies and structured new technology programs for large, technically complex, multi-billion dollar satellite and UAV programs for the Advanced Research Projects Agency, USAF and NOAA.
Prior to joining Industry, Mr. Bucher had a successful career as an officer in the United States Air Force. He retired at the rank of Colonel. For his final active duty assignment, Mr. Bucher was the Director of the Acquisition Development Division for the Space Missile Systems Center. As a leader and innovator, Mr. Bucher restructured every major system program office, developing and implementing a new planning process for all large acquisitions which included Integrated Master Plans and Integrated Master Schedules. Mr. Bucher, as the Deputy Director for the F-22 System program office, led all day-to-day operations for the largest R&D program in the Air Force, with budgets of $10B for R&D and $90B for the production of this fleet of aircraft. He also formulated and implemented a new organizational construct, Integrated Product Teams, which is still the model today for Air Force offices. In addition, Mr. Bucher has directed other, multi-million dollar programs such as Combat Talon II and the C-20A.
Mr. Bucher holds a Master of Science Systems Management from University of Southern California and Bachelor of Science from Mount St. Mary's, a TS/SCI clearance and has authored numerous papers and a section of the Military Project Management Handbook.
Steve James
Steve James is President of Integrated Systems Solutions. Mr. James is an experienced executive who was in the Air Force for twenty years as an IT professional where he achieved the rank of Colonel and served across the conflict spectrum to include tours of duty ranging from Special Operations to the White House. Mr. James enjoyed three command assignments where he led organizations that ranged in size up to 600 people. Upon leaving the Air Force, he spent almost six years at the EMC Corporation directing sales/business development activity in support of Air Force and Department of Defense clients. While serving as the Air Force/DOD Business Development Director for EMC his strategy and efforts helped enable the Federal Sales team to expand their DOD/Intel footprint from $21M in 2001 to $265M in 2006. By 2006, eight of nine Air Force Major Commands were leveraging an EMC storage infrastructure in support of their core service requirements.
Mr. James moved from there to take over as President and Chief Executive Officer of TKC Communications, a 350 person IT services contractor with an extensive counter-intelligence, counter-terrorism customer portfolio. While serving as President and CEO of TKC communications, the company exceeded corporate net income projections by 24% and was the number one (out of 58) performing subsidiary of the parent corporation.
Mr. James has a Bachelor of Science from the University of Massachusetts, a Master of Arts from Central Michigan University in Business Management, and a Master of Science from National Defense University in National Security Policy and Information Strategy.
Arnold Lee
Arnold Lee is a Vice President for Integrated Systems Solutions. Mr. Lee has over 25 years of management and engineering experience in the development, acquisition, and sustainment of complex systems. As an Air Force officer, Mr. Lee was responsible for management of the development of the F/A22 flight controls and the sustainment and improvement of the F-15 flight controls and surfaces. Mr. Lee finished his Air Force career at the HQ USAF where he was on the acquisition staff. He was responsible for providing guidance and support to program executive officers responsible for $10B in major acquisition programs.
Mr. Lee's experience in Enterprise Architecture and Systems Engineering currently supports the multi-agency effort to develop an improved weather information sharing capability for the Next Generation Air Transportation System. Mr. Lee was also responsible for the development of the space weather capability for a $2.2B FAA procurement which resulted in a favorable award.
Mr. Lee has a Bachelor of Engineering in Mechanical Engineering from Stevens Institute of Technology and a Master of Science in Systems Management from the Air Force Institute of Technology. He is also a certified master in business process engineering from the Hammer Institute.
